For helping small and middle food businesses to develop their hygienic conditions and the cause are summarized and analyzed. The lack of policy support by the government is stressed to be one of the important external causes of their difficult living status. Referring to the international trend of supporting such businesses, some guidelines, regulations and policies of WHO and several developed nations are introduced. A few suggestions on how to faster small and middle food businesses are offered to enforce the Regulation on Small and Middle Businesses Promotion, and to consummate the supervision of food production by government agencies.
