The idea of cooperative governance will embedded in all social participants related with food safety. Only by enhancing the functional transformation of the governments, strengthening self-discipline of enterprises, mobilizing the participation and supervision of the society and establishing effective institutional safeguards, the cooperative governance could be achieved.
